The root cause turned out to be a siphoning issue caused by an improperly routed drain hose, not a faulty water level sensor. Correcting the drain connection resolved the problem without any parts replacement.

Washing machine drain hose was draining into the sump on the floor. This was causing the washing machine to siphon while it was filling. Customer recently moved into home. There was a drain hose extension fastened into the drain hose above the washing machine. Connected drain there and make sure it was draining properly. For best results long-term, customer should likely have a plumber install a standpipe to the sump behind the washing machine.
