Upon turning off the dishwasher, unscrewing it from the countertop, they were able to partially pull out the dishwasher and noticed the floor area under it was indeed waterlogged.

The dishwasher drain pump was not properly installed. This improper installation from a previous repair caused water to leak during the cycle, resulting in significant water damage to both the kitchen floor and basement ceiling below.
